Mr. Guo hongtao , born in August 1974, holds a master of engineering degree in Mechanical Engineering of Louisiana Tech University, USA. He joined the company in June 2001 and is currently the assistant to the general manager of the company.

He once worked as the development engineer of the Government Business Department of Capinfo Company Limited, development engineer of the Electronic Community Service Center, manager of the Application Engineering Department of the Electronic Community Service Center, technical director of the Electronic Community Service Center, and deputy general manager of the Electronic Community Service Center, technical director of Capinfo Company Limited, general manager of the Product Research And Development Center and general manager of the Software Delivery Center, and general manager of the Provident Fund Business Department of Capinfo Company Limited.
